Annoying Neighbors

We are frustrated. We went to the police to ask their advice, they said "talk to your neighbors". We did that, but how many times do you have to ask them to be polite and teach their kids to respect other people's property? Their kids are running all over our front yard, up on our driveway hitting the garage, leaving crap all over the front yard, throwing the ball out in the street, hitting the parked cars, even the father's get out there and do it encouraging the kids, there is a park 1 block away to go do that. Cars have to HONK to get them to move. I thought it was a joke to tell a kid to "go out and play in the street" when you wanted to get rid of them, these guys think it is the norm, no matter whose car you hit or what damage you do. The next door neighbors have a basketball hoop on their garage and the basketball runs from 3 to 9 p.m. Isn't their some sort of common sense that a parent could have to tell people don't want to hear that pounding that long. The other problem is the basketball hits the drainpipe connected to my house and is now damaged, isn't that VANDALISM? Also, the basketball now goes over the backyard fence into my yard and the neighbor acts like it doesn't matter, we'll just jump the fence (or tear it down, whatever) to get OUR ball. Well, once it's in my yard, it's MY ball. Any suggestions as to what we can do, we have lived on the street since 1958, never have had such a situation as this until 1 year ago. We also have a very large window on the side of our house that faces their "basketball court". The kids range in age from 5 years to 16 years, about a total of 10 or 11 from three or four houses. Like I said, there is a park a block away.
